"Instantaneous" Demand Response: Electricity (for the most part) can't be stored at a system level. This means that it is the job of the system operator to manage second to second movements in the demand and supply balance. "Measurable" Demand Response: Generally, current demand response solutions that react to specific "events" are controlled through various smart devices such as a smart thermostat. However, a smart thermostat can't tell you how much power the whole A/C system is using. For system planning purposes a system operator needs to measure the response provided. Information on how the response will change over the course of an event will be provided by big data analytics, working out when devices will need to be switched back on to minimize the inconvenience to the end use customer. This therefore allows the system operator to quantify the response and build it into daily operation planning. As more data is collected on the demand response level, it would be possible to build demand response into longer term system assessments.
"Dispatchable" Demand Response: Being both measurable and instantaneous also means that the response is dispatchable by system operators. Offers for response can be built into the system operators Security Constrained Economic Dispatch (SCED) model. It can also be used to provide ancillary services.
